Governor Sir Arthur Kennedy having intimated
that I have held the appointment too long and that he has not the remotest intention of deviating
from a rule which I consider works me an injustice, and as I am unable to rest satisfied with His Excellency's decision or his interpretation of the Secretary of State's views, I regret that I must avail myself
of my right to refer the whole matter to His Lordship ultimate Arbiter.
